The Client wished to submit two planning applications, one hybrid application for the development of 330 houses and a supermarket, with a separate application for 29 houses. The client wanted to keep costs down by using similar baseline for both sites.

Purpose

The Local Planning Authority deemed the proposal Environmental Impact Assessment (EIA) due to concerns over risks associated with an on-site reservoir, and Delta-Simons was further commissioned to produce a report which tightly scoped the proposed Environmental Statement, and consequently manage and produce the EIA.

Scope of Works

▲      Production and Management of the Environmental Statement, and supporting documents including technical chapters for Ecology, Hydrology and Greenhouse Gas emissions.

▲      Production of multiple environmental assessments suitable for the two separate planning applications including (Air Quality, Acoustics, Ecology, Flood Risk; and Geo-Environmental).

Outcomes / Client Benefit

▲      Delta-Simons ensured that the EIA scoping process was detailed and proportionally assessed. This allowed a significant cost-saving to the Client by not requiring full EIA chapters for each discipline. 

▲      Complex scoping process and negotiation to agree a tightly scoped EIA to reduce cost.

▲      Our in-house Environmental Planning and EIA Project Manager supported and managed the technical specialists and Client Project Team to deliver the technical planning documents whilst maintaining a single contact for the client.

▲      Technical issues on the detailed element of the application were addressed pre-planning to secure workable commercial solutions and reduce requirement for further planning conditions e.g. plot acoustic mitigation.

▲      Supported on landscape strategy to link both sites and achieve a positive biodiversity net gain score.

▲      Delivered cost saving on reports by producing hybrid report to cover both application sites.
